    Papasok na naman po tayo sa panibagong taon sa pagtahak sa tuwid na daan. At kumbaga po sa larong basketball, papasok na rin tayo sa last two minutes: Sa natitirang yugto ng ating termino, wala tayong sasayanging sandali; bawat makabuluhang ambag ng Pilipino ay magpapanalo sa laban natin tungo sa pag-asenso.

    Bilang bayan na may kolektibong layunin, nagpakita tayo ng pambihirang gilas ngayong taon sa kabila ng patong-patong na pagsubok na ating pinagdaanan.

    Talagang marami po tayong napagtagumpayan ngayong 2013. Patuloy ang kompiyansa ng mundo sa laban natin kontra korupsyon, na nagbunsod sa pag-aarangkada ng ating ekonomiya: Sa nakalipas na tatlong taon, umangat tayo ng 29 notches sa Transparency International Corruption Index: mula sa ika-134 na puwesto noong 2010, nasa 105 pwesto na tayo ngayong 2013.

    Nalalapit na rin tayo sa pagkamit ng ganap na katarungan sa pag-usig sa mga nagkasala at umabuso sa paggamit ng PDAF. Patuloy po tayong naglalatag ng mga mekanismo upang siguruhing ang pera ng taumbayan
    ay mapupunta sa taumbayan lamang.

    Dahil din sa ating mabuting pamamahala, tayo na ngayon ang may pinakamataas na recorded GDP growth sa Timog Silangang Asya, at isa sa nangunguna sa buong Asya.

    Sa unang pagkakataon po, nakamit natin ang investment grade status mula sa tatlong pinakatanyag  na credit ratings agencies sa mundo. Bunsod nito, mas mababa ang interes sa perang inuutang natin, at naeengganyong pumasok ang mas maraming negosyo.

    Makasaysayan din po ang taong ito dahil matagumpay nating naisakatupatan ang synchronization ng ARMM election sa pambansang halalan.

    Pinatunayan nating posible ang maging ligtas at payapa ang pagpipili ng mga pinuno sa rehiyong matagal nang nabalot ng takot at karahasan.

    Kamakailan lang din po, nilagdaan natin ang Annex on Power Sharing ng Framework Agreement on the Bangsamoro sa pagitan ng pamahalaan at MILF.


    Hangad po nating mapabilis pa ang bawat proseso upang magkaroon tayo ng sapat na panahon para makapaghanda sa paghalal ng bagong pamahalaang Bangsamoro sa 2016.

    Malinaw po: Dahil sa mas maayos na pamamalakad,  natitibag na ang mga huling balwarte ng katiwalian, at patuloy tayong nakakapaglatag ng pagkakataon para sa ating mga kababayan.

    Ang good news pa ng TESDA: Sa kanilang Training for Work Scholarship Program, nakapagpa-graduate na tayo ng 576,748 na mag-aaral  mula nung Hulyo 2010 hanggang Nobyembre 2013. Talaga naman pong napakalaki ng pagbabagong naabot natin: Ayon sa datos ng Department of Budget and Management, 28.5 percent lang ng mga nagtatapos ng TESDA ang nakahanap ng trabaho noong 2006 hanggang 2008.

    Ikumpara natin ito sa pag-aaral ng TESDA ng 2012, kung saan umabot na sa 62.4 percent ang general average ng kanilang mga graduate ang nakahanap ng trabaho. Pagdating naman po sa mga nasa industriya ng IT at BPO, 70.9 percent ang employment rate ng TESDA graduates. Sa electronics and semiconductor program naman, umabot sa 85 percent ng mga nagtapos ang nagkatrabaho.

    Sa pagtutulungan din ng DOLE, TESDA, DepEd, CHED, at pribadong sektor, tinutugunan na natin ang job and skills mismatch. Kaya naman hindi nakakapagtakang bumaba ang ating unemployment rate ngayong taon. Sa patuloy na pag-arangkada ng ating training and apprenticeship program, napupunan na ang mga bakanteng trabaho sa merkado ng mga graduate nating may sapat na talino at pagsasanay.

    At gaya rin po sa basketball, hanggang sa huling yugto ay may hinaharap tayong mga barikada. Batid nating hindi basta-basta titiklop ang mga latak ng lumang sistema; habang lumalapit tayo sa ating tagumpay, lalo rin naman silang magiging desperado at magtatangkang idiskaril ang ating agenda.

    Alam din po nating mayroon pang mga kalamidad na susubok sa ating katatagan bilang bayan. Pero, lagi nating handang patunayan: manggulo man ang masasamang loob, yanigin man tayo ng lindol o hagupitin ng bagyo, mangingibabaw pa rin ang lakas ng ating bayanihan.

    Kayo, ang aming mga Boss, ang nagkukumpas ng direksyong ating tatahakin. Magpatuloy lang po tayo sa pagkakapit-bisig.

    Mula sa kabataang umaasang makaambag at dumamay  sa paghubog ng mas magandang lipunan, hanggang sa mga nakakatanda na may obligasyong magpamana ng maunlad na kinabukasan sa susunod na henerasyon, ang pakikiambag ng bawat isa ang susi sa pag-abot natin sa ating mga mithiin.

    Lagi lang po tayong pumanig sa tama at sa ating kapwa. Manatili tayo sa panig ng katwiran, katapatan, at pananagutan; at sagarin ang bawat pagkakataon para sa ikabubuti ng kapakanan ng mas nakakarami. Tayo lang din po ang magtatakda ng sarili nating mga limitasyon.

    Bukas po ang ating isip at handa tayong laging makinig sa mga makabuluhang mungkahi upang mas mapalawak at maging pangmatagalan ang ating reporma.

    Sa gabay at pagmamahal ng Panginoon, talaga naman pong palapit na tayo nang palapit sa magandang kinabukasang ating inaasam.

    Isang ligtas, maligaya, at mapayapang Bagong Taon po sa ating lahat.

    Ang kwento po ng Pasko ay nagsisimula sa paghahanap ng tatlong hari sa Mesiyas. Sa kabila ng kadiliman ng gabi, naging tanglaw sa kanilang paglalakbay ang liwanag mula sa bituin ng Bethlehem. Ito ang nagsilbing gabay upang matagpuan nila sa isang munting sabsaban ang banal na tagapagligtas.

    Tuwing sasapit ang Pasko, laging inaasahan ng sambayanang Pilipino ang pagsasalo-salo ng pamilya’t mga kaibigan.

    Para naman sa mga kababayan natin sa ibang bansa, isa ito sa mga pinakamahirap na panahon, dahil sa kanilang pagkakawalay sa mga mahal sa buhay.

    Sa kabila nito, iisang lahi pa rin tayong nagdiriwang tuwing Pasko; saanman tayo sa mundo, iisang pamilya pa rin tayong mga Pilipino.

    Malinaw natin itong naipamalas sa mga nagdaang trahedya’t pagsubok sa bansa. Kamakailan, naglibot po tayo sa mga komunidad na naging biktima ng lindol sa Bohol, at binisita ang mga kababayang sinalanta ng Bagyong Yolanda.

    Katulad po ng bituin ng Bethlehem na nagsilbing liwanag at inspirasyon sa tatlong hari, napuno rin tayo ng sigla at pag-asa sa katatagan ng ating mga kababayan, sa kabila ng trahedyang kanilang naranasan.

    Sa Bohol, dapang-dapang na sila sa sakuna, pero ako po mismo ang nakakita:  Tunay pong bumabangon at lumalaban sila.

    Marahil, ito po ang isa sa pinakamahalagang aral sa atin ng Poong Maykapal: Gawin lamang natin ang lahat ng ating makakaya, at ang Diyos Ama na ang pupuno sa ating mga kakulangan. Inialay ng Panginoon ang kanyang bugtong Anak na si Hesukristo, at nagsilbi siyang mabuting ehemplo: Hindi man siya obligado, hindi man siya pinilit ng kahit sino, pinili niyang magsakripisyo bilang tao at isalba sa kasalanan ang sangkatauhan.

    Sa di hamak na mas maliit na hinihiling sa atin, tayo ba ay magkukulang pa? Sa palagay ko po ay hindi na.

    Sa nalalapit na Pasko, ipinapaalala sa atin ang buod ng ating pagiging Kristiyano: ang pagmamahal—ang pagmamahal sa atin ng Diyos Ama  sa pag-aalay niya ng kanyang bugtong na anak upang lahat tayo ay mailigtas; ang pagmamahal at pag-aaruga nina San Jose at Birheng Maria kay Hesus upang magampanan niya ang kanyang banal na tungkulin; at ang pagmamahal ng mga Apostoles kay Kristo sa pagsasabuhay ng kanyang mga aral.

    Ngayong Pasko, pag-alabin nawa natin ang liwanag ng pagmamahal na alay ni Hesukristo.

    Maging tanglaw tayo ng pag-asa sa ating kapwa-Pilipino.

    Isang Maligayang Pasko po sa ating lahat!

  • MANIFESTATION OF INTENT TO VOTE MAY GIVE OVERSEAS ABSENTEE VOTERS WHO FAILED TO VOTE IN PAST TWO ELECTIONS CHANCE TO PARTICIPATE IN UPCOMING 2013 MIDTERM ELECTIONS

    The Philippine Commission on Elections (COMELEC) promulgated on 4 December 2012 Resolution No. 9567 entitled “In the Matter of the Policy to be Adopted for Overseas Voters who Failed to Vote Twice for the Purposes of the May 13, 2013 National and Local Elections.”

    According to the Resolution, a total of 238,557 overseas absentee voters (OAV) who failed to vote during the 2007 and 2010 National elections should be removed/deleted from the National Registry of Overseas Absentee Voters (NROAV).

    The Resolution further states that “in order to afford these OAV the chance to exercise their right of suffrage for the forthcoming 2013 elections considering that they are duly registered and are included in the NROAV, prior to their removal from the NROAV, notice shall be published in two (2) newspapers of general circulation that the list of their names will be published in the websites of both the Commission and the Department of Foreign Affairs (DFA) with the advise that, if they wish to remain in the list, they should file a manifestation of their intent to vote in the May 13, 2013 National elections with the different Posts having jurisdiction over their residence or directly with the COAV, Manila or online at www.comelec.gov.ph/coav or through Fax No. (632) 5212952.  Such manifestation shall state the Post where they registered as well as their maternal middle name and birth date to ascertain their identity. 

    After publication, the different embassies, consulates or foreign service establishments are directed to forward to COAV, Manila all manifestations to participate in the May 13, 2013 elections not later than 21 December 2012.  Only after failure of the concerned OAV to submit the required application within the given period shall their names be removed from the NROAV.

    The Yuletide season is a time to celebrate the birth of Jesus Christ who, even in circumstances of great adversity, led a selfless and sacrificial life - inspiring humankind to tread the path towards true happiness and satisfaction through acts of giving rather than receiving, and of serving rather than being served.

    As we take stock of the accomplishments of the Department of Foreign Affairs with the passage of another year, we are reminded of the obstacles we had to overcome and the opportunities we proactively seized in fulfilling our mandate to provide genuine service to the Filipino nation.

    The year 2012 tested our capability as the country's first line of defense in preserving national security and protecting our sovereignty. Since its independence as a sovereign nation, the Philippines have always stood proud before the community of nations as a vanguard for peace. This continues to be so, and amidst challenges to the region's  peace and stability, the Department advocated for the peaceful resolution of disputes and adherence to established rules under international law.

    The Philippines' robust economic performance throughout the year raised our international credibility and profile as a vibrant and dynamic economic partner. Through the economic diplomacy initiatives of the Department and our Philippine Embassies and Consulates abroad, we made significant contributions in supporting and sustaining the buoyant outlook for the Philippines as an emerging economy.

    True to our mandate of protecting our people overseas, we worked tirelessly to ensure that their rights and welfare were preserved at all times. A good number of our personnel have placed themselves in harm's way in order to bring our OFWs home. Consular workers sacrificed long and tedious hours to deliver efficient, prompt and responsive frontline services here at home and abroad.

    I thank the men and women of the Department for once again proving equal to the task of serving the Filipino people. It is heartwarming to note that you have carried on the Department's mission with zeal, competence, and compassion.

    I wish you all a Merry Christmas and a New Year of renewed hope and confidence.

  • Filipino Community Celebrates Christmas in Canberra

    Though Christmas Day is still three weeks away, the Christmas spirit filled the Philippine Embassy grounds as the Filipino community held the Pasko sa Canberra (Christmas in Canberra) on 05 December 2010. 

    Philippine Embassy personnel, led by Chargé d’Affaires Mary Anne A. Padua, joined the festivities of the yearly assembly of Filipinos and Filipino-Australian families who gathered to celebrate Christmas Filipino-style. 

    In her Christmas message, Ms. Padua said that “nowhere in the world is Christmas celebrated more festively, more colorfully or with more dedication than in the Philippines.”

    She described Christmas as “a time for families to be together just as the very first Christmas gathered the most important family in the history of the Christian faith.”

    “Through the Filipino Christmas traditions that we hold dear, we echo the Christmas’ message of hope and salvation that came with the birth of the Messiah,” Ms. Padua said.

  • FOREIGN SERVICE EXAMINATIONS SET FOR 2013

    The Philippine Embassy is pleased to announce that, pursuant to the Foreign Service Act of 1991 (RA 7157) and the Revised Administrative Code of 1987, the Board of Foreign Service Examinations (BFSE) will conduct the 2013 Foreign Service Examinations to recruit candidates for appointment to the position of Foreign Service Officer, Class IV.

    The examination, composed of five (5) parts will be held on the following dates:  

    Part I:              Qualifying Test            -           1 March 2013

    Part II:             Preliminary Interview   -           6 April 2013 (tentative)

    Part III:            Written Test                 -           10,11 &12 April 2013 (tentative)

    Part IV:            Psychological Test      -           to be announced

    Part V:             Oral Test                     -           to be announced
